If childs 1098T has nothing in Box 1 or 2, but scholarship in Box 5. At the bottom of the form it does list payments made in 2/2017. Can I use as Tuition Paid?

Yes.

The 1098-T is meant to help students and their parents figure out what they paid so they can add it to their returns for the various education credits.  

If you know what you paid or the payments are listed you can use that information.  Just make sure you do not include any scholarship money that you did not actually pay to you totals.
