I received a 1098T form for 2018. I did not attend school in 2018 but I did pay tuition fees all of 2018. Was I suppose to use it on my taxes this year?

If you were not actually enrolled as a student during 2018, you would not use the 1098-T in your tax return. If you were paying tuition for some prior period, that would not count on your return.
