I read your system doesn't have a place to enter housing expense for a student. If the housing expense is not entered then the 529 distribution is incorrectly taxed?

You can enter room and board expenses, but it's a bit hidden.

First enter your 1099-Q, under 529 distributions. 

Then go to Expenses and Scholarships (Form 1098-T) within Deductions and Credits

When you get to Here's Your Education Summary, select Other Education Expenses (for all schools)

Answer Yes to Did You Pay for Books or Materials to Attend School?

You will then see an entry field for Room and Board (see screenshot)
