I paid tuition (1098t), however, I didn't get a lifetime learning tax credit and made much less than the maximum amount of income - why didn't I get the credit?

The Lifetime Learning Credit is not a refundable credit. It can be used to reduce your tax owed. If you owe no tax then there is nothing against which to apply the credit. It is not a refund.
