I paid some of my school tuition and get federal loan to pay the rest. Beside entering the values from 1098-T. Can I enter the amount which I paid as a tuition expenses?

You do not make a separate entry for amounts you paid personally (which includes what you got from federal loans); that information should already be included on your Form 1098-T.
