I paid for my school through tuition options, now i dont qualify for the 1098-E because I didn't pay more then 600 in interest, I still paid for it, how do I tax that?

Just enter the amount of interest, you did pay, at the 1098-E entry point, in TurboTax. 

 

Less than $600 only means they won't send you a 1098-E.  You can still deduct it.  

 

If you paid less than $600 in interest to a federal loan servicer during the tax year and do not receive a 1098-E, you may contact your servicer for the exact amount of interest you paid during the year so you can then report that amount on your taxes.
