I owe on my student loan and they took my tax return last year. Can I claim that money they took on this years taxes?

A prior year federal tax refund is not reported on a federal tax return.  So No you cannot claim the seizure of your tax refund as a deduction on your tax return.  How the federal refund is used is not relevant.
