I only have my pdf tax return from last year, that I filed with Turbo Tax, so I don't know if I applied the Hope Tax Credit or the Lifetime Learning Credit or not. Help!

Is there a way to look up my previous form 8863 online?

Check your pdf file as Form 8863 may be attached.  Also, look on line 50 on your 1040 or line 33 on your 1040A to see if you actually took either credit last year.  If you did receive the credit and don't have form 8863, you can get a transcript here:
