I never claimed After school care in 2021 taxes, can I claim them in my 2022 taxes?

No, every tax year is separate. You would have to amend 2021 to include them.

No, deductions and expenses for credits, are for the tax year only.

You may amend the prior year tax return and add the child care expenses if it results in a larger refund for that tax year.
