I made no taxable income this year because I did not work, I was not going to file taxes but I received a 1098-T form with more than $17,000 for a scholarship. Do I still have to file and claim this form even though I didn't make any taxable income this year?

Grants and /or scholarships are taxable income to the extent that they exceed qualified educational expenses to include tuition, fees, books, and course related materials.
If your scholarship exceeded your Qualified Educational Expenses by more than your Standard Deduction of $6,300, you will need to file a tax return.
If someone is eligible to claim you as their dependent, and your educational expenses exceeded your scholarship than he/she should claim your expenses.
