I'm an international student, I got my ssn at last year, and I forgot to give to school for my background check. Can that be the reason that i can't get the money?

Probably. You should get that information to your school's Financial Aid office as soon as possible.

Since you can't file a tax return without a Social Security Number (or ITIN), you would not be eligible for an education credit.

It might prevent you from receiving any Federal grant funds, too.
