I have a 529 plan, the earnings on the 529 are less than the college expenses, but I am not receiving a Education Tax Credit.

It doesn't work quite that way. The total distribution can be applied to the education credits. If only part of the distribution is used, the percentage of earings for the taxable portion is taxed. 

After you enter the 1099-Q (first) and 1098-T continue through all the education interviews and click "Maximize My Education Tax Break"
