To get a replacement copy of your Form 1098-E you have to contact the lender that sent you the form. But you don't really need the form. You just need to know the amount of interest that it showed that you paid in 2019. You might be able to get that information from the lender over the phone, or online if you have online access to your loan account, or from a statement that they sent you.
