I attended college three years ago and withdrew. I am still paying off tuition fees and have a 1098T-box 1 filled in-for this year. Can I claim it as an education credit?

No, unfortunately, one can only deduct education expenses in the year enrolled in classes or for education that begins in the first three months of the following year.
