I am a non-working, full time graduate student and should qualify for the Tuition and Fees Deduction. Why would I not receive it?

I am a non-working, full time graduate student and should qualify for the Tuition and Fees Deduction. Why would I not receive it?
At the beginning of this tax season, the Tuition and Fees Deduction had expired on 12/31/16 and was not available for 2017. In the new tax law passed by Congress a couple of weeks ago, this TFD was reinstated for 2017. Until the IRS issues new forms and instructions on how to obtain this deduction, TT must wait to update their program to include this deduction. You will have to wait until TT can update their program to include this in your return. Or, alternatively, and less desirably, you can file your return without claiming this deduction and then file an amended return when the forms and instructions become available.
