I am a graduate student and paid a few thousand dollars for tuition in 2016 but on my 1098T, box 1 is blank and box 2 is 0.00. I don't understand.

If you think it's incorrect, reach out to the issuer of the form. Sounds like they may have made a mistake if they sent it blank and you know you paid out of pocket or with loans for tuition. They'll need to issue a 'corrected' version because they issue a copy to the IRS as well.
