Graduate student tuition, fees, health insurance

I got student health insurance through the university, and it is reported as an "optional fee" --- I am manually entering the amount I paid in tuition and fees in, do I report this amount I paid for health insurance under tuition+fees?

No, you don't report health insurance amount -  it is not an qualified education expense.  You would only report your tuition and other mandatory fees for enrollment.
