Can the premium of mandatory health coverage required by a university to attend it be deductible as a school expense?
My daughter has a medical insurance coverage thru TRICARE (this did not meet the mandatory university requirements for health coverage to attend) We purchased a student health insurance through the university health plan. Could the premium be considered a deductible student expense which is not covered by her scholarship?

Unfortunately, no. Premiums for mandatory health coverage are not a school expense.
The IRS has specifically ruled that insurance is not a qualifying educational expense.
