Can i claim tuition credit without 1098t

It must report the form 1098-T in order to claim the credit unless your school is specifically exempted from issuing one. When going through TurboTax education entries, you will be asked if any exceptions apply to not receiving the form.

However, you can't get a credit for tuition that was paid by the military. Only your own cost qualifies. Military tuition such as GI Bill, TA (as well Pell grants, employer-provided assistance) is considered a tax-free benefit. Again, only tuition or qualified expenses that are paid out of your pocket (and not tax-free funds) can be claimed for an education credit.
