Can I claim as a dependent a Sri Lankan child I supported (raising and educational costs) from birth who now lives with me as a college student (FI-visa)?
I pay 100% of this person's expenses (living and educational). She has an F1 visa. She does not have a SSN. She is my Goddaughter and lives with me.

Unfortunately, she doesn't qualify as your dependent. She's not a U.S. citizen, resident alien, national, or a Canadian or Mexican resident. Also, either a Social Security Number (SSN) or an Individual Taxpayer Identification Number (ITIN) is generally required to claim someone as your dependent.
