I have a tuition statement from the finance office saying my graduate program paid my tuition fees. I also received a stipend in addition to this from my grad program. Hence, my program has paid me a stipend and it has also paid my university my tuition. But can I claim an education credit on the tuition amount?

No, the education credits can only be claimed if you personally pay the tuition or take out loans to do so.
