529 distribution (1099-Q) is entered at wage & income and deduction & credits. what should I put in box in state "distributions from a 529 college saving plans". 0?

529 distribution (1099-Q) is entered at wage & income -> less common income -> miscellaneous income and again in deduction & credits -> education. I also entered 1098-T at education section also. when doing state, it asked me questions about 529. At "distribution from a 529 college saving plans" section, it state that "Enter the amount of distribution you received  from a section 529 college savings plan in 2018 that you included in federal taxable income". what should I put in box "distributions from a 529 college saving plans". 0 or 20000 (distribution from 1099-Q)? qualified education expenses is higher than this distribution by $3058.

It says "included in taxable income" so if the distribution is not taxable on the federal return, you would enter 0.

I was thinking the same way but question is why does software ask this question as it has all the information from 1099-q & 1098-t and come to the conclusion? I did not make the decision about taxable or nontaxable
