The error message you're seeing can come from either Form 1099-DIV or from Schedule K-1. This doesn't show up as a forms error. In TurboTax for Desktop, you can fix this using Forms Mode (click the Forms icon in the TurboTax header).
Open each Form 1099-DIV in your return and edit the Payer's Name to no more than 30 characters. Likewise, open each K-1 Partner / K-1 S-Corp and edit the Name of the partnership/corporation.
Return to Step-by-Step and run SmartCheck again.
The state file by mail issue should be explained when you try to file the return. Generally, one or more forms in your state return can't be e-filed.
