Where do i enter 1099-misc for a trust in TT Business, specifically box 16-state tax withheld?

There is no IRS Form 1099-MISC form in TT Business to enter information on that form received by a trust.

Click the Federal Taxes tab, click Deductions, and then click the Start button to the right of Taxes.(see screenshot).
