The answer to your question depends on whether you had any state taxes withheld from your unemployment. If there is a number reported for state taxes withheld, then you cannot skip boxes 10a, 10b, or 11 or you will see the 'needs review' error message.
If you had state taxes withheld from your unemployment, but there is not a state ID number on your form, then use the Federal ID number in box 10b.
If you did not have any state taxes withheld, then leave all the boxes blank (boxes 10a, 10b, and 11). This includes the dropdown box for the state name.
If anything is entered in box 10a, 10b, or 11, then all of them must be filled in to avoid an error condition causing you to review the entry.
STOP and WAIT ... that section of the program is being redesigned because of the new law that allows up to $10,200 of the unemployment benefits to be non taxable ... this error message may be the program's way to stop you from filing until this section has been updated. Once the IRS puts out the instructions and form changes all the tax programs will be updated to reflect the new laws ... timing on this has not been posted however expect it to be at least a couple of weeks at best.
