If you have amounts in boxes 18 and 19, box 20 is for the abbreviation of the locality that taxed you. If you need to enter box 20 (if box18 and 19 are not blank or zero) you can type in an abbreviation for the locality that taxed you. Also, you have to click the drop down box next to box 20 to select the "Associated State" (state the locality is in).

You may be able to get that abbreviation from your paycheck stub, next to the deduction for the local taxes.
