I know there is a fee of $20 to file a State return. Also I know there is a $40 fee from TPG to file electronically. Does the $40 fee cover both State and Federal or will I have to pay another $40 fee for my State return?

If you are using the TurboTax desktop CD/Download editions the only fee is if you e-file a state tax return. There is currently a $20 charge for a state e-file. This fee can be avoided by printing and mailing the state tax return.
TPG is not involved whatsoever, unless for some reason you decide to have the $20 state e-file fee paid from the federal tax refund. If you really want to choose this option there is a $40 service charge. You do not have use this option, just pay the $20 state e-file fee with a credit card. There is no service charge to use a credit card.
The federal tax return is free to e-file for up to 5 federal tax returns.
In the Desktop program it is $20 to efile each State return. THEN if you want to have the state efile fee (or any extra services you bought) deducted from your federal refund there is an Extra $40 Refund Processing Service charge (45 in California). Which you can avoid by paying the state efile fee with a credit card.
You have to go through the File tab SLOWLY and read the screens. People get going too fast and clicking on the right corner box to continue. But you have to click on the left box to pay with a credit card to avoid the fee. See the last post with screenshot on this one
