Should EE and HH bond exempt interest have particular descriptions or coding to get them to transfer to my Ohio Schedule A Line 20? They did not transfer.

They should be taxable by the Federal return and exempt from State income tax.  

Are they showing as taxable on the Federal return?

The interest must be entered in box 3 at the 1099-INT screen. Then it will automatically transfer to line 20, Sch A
