Our neighbor rents part of our property for horse grazing. She sent me a 1099-NEC. Is this correct or should it be a 1099 MISC? Also, where do I claim this? As I have read in other posts it seems it should go under rentals and not farm or business but with the 1099-NEC it's going under business.

No, you should not have received a 1099-NEC and you need to ask your tenant to correct it. You should have a 1099-MISC with "Rents" reported.
Then, when you enter the 1099-MISC into TurboTax, it can be correctly reported with rental income.
