On my Schedule C I end up with a loss of roughly $7,000 in 2017 and about $5,000 for 2018. Is this considered Net Operating Loss (NOL)?

No more details.  Just want to know is a loss shown on Schedule C should be entered as a Net Operating Loss.

No, having losses on Sch C each year is not a net operating loss.
