My friend and I formed an LLC in Feb 2017 which is based in Delaware. There has been no activity with our business till date. Do we still need to file form 1065?

If there was $0 of income and $0 of deductible expenses, no, you do not need to file a 1065.
If there was any income or deductible expenses, yes, you need to file a 1065.
