My 1009-R has $1,774.31 in Box 14 . Box 16 is blank. Turbotax says Box 16a amount should NOT be less than state tax withheld. Should I enter $1,774.31 in box 16?

If box 16 does not have an amount entered for the state distribution, then enter the amount that is in box 1 in box 16.
