I didn't make any payments in 2018 that would require me to file Form 1099. How do I change Schedule C, Lines I and J to No?

Just go back and Edit the Business:

Federal Taxes tab
Wages & Income
I'll choose what I work on
Scroll down to Business Items and under that is
Business Income and Expenses
