If I purchase Turbo Tax Business, can I download and e-file several 1099 MISC forms for contracted employees to the IRS and to the contractors as well?

yes. But there's no such thing as "contracted employees", If they're employees, they get a W-2. TurboTax Business will do that also.

To create W-2 and 1099 forms in TurboTax Business, you'll need to go back to the initial opening screen, which appears when you first launch the program.

Instructions

1. Open TurboTax Business.
   • Note: If you already have a tax return open, choose New Tax Return from the TurboTax File menu. Click Yes to save the return you currently have open.
2. On the Work on a Tax Return screen, click the blue Prepare W-2/1099 button near the bottom. See a screenshot.
3. On the next screen, select Online or Desktop.
   • If you need to prepare 1099-INT or 1099-DIV forms, you'll need to select Online.
4. Follow the on-screen instructions.

From the TurboTax Business program, you are able to access TurboTax Quick Employer Forms (QEF) in two ways. 

1. You can either access QEF online, where you can prepare and then e-file the forms to the government authority.
2. You can also access QEF on your computer, where you can print them for free.
