If i don't have a state listed for 15or 16 how do I complete my taxes

If your 1099-R does not have a state listed for boxes 15 or 16, leave that section blank.

I tried to leave blank but wouldn't accept

Try entering the EIN which is the payers TIN and see if this will clear it.
