If I don't have a Box 16 which asks for State distribution - needs information, what should I enter here or just enter 0?

The State info page will not let me continue to the next page. It's stuck on State distribution keeps bouncing back to the same question and says Needs info. Does this mean State tax withheld? How do I get the page to Continue?

Box 16 is empty or absent on most 1099-R forms (due to various situations)

But the state distribution $$ amount is still usually required for many state forms...and is usually entered by you as the value of box 2a (or the Federally-taxable amount of box 1 if box 2a is empty or "undetermined").
