I'm filing as S-corp - & sole owner with no employees. I contracted 20 staff members for an event. Are they consider subcontractors? & do I have to file form 940?

I opened my business in Oct 2017. I'm a independent contractor filing as S-corp - I have no employees but from time to time I hire subcontractors or staff members which ever is the appropriate term for catering events.

Oct- December 2017 I paid each staff member less than $400.During those 2 months I contracted about 20 staff members so altogether I spend about $5,000. I didn't issue 1099 because I didn't pay a single staff more than $600 in the year. Also being that I took a net loss I didn't pay myself a "reasonable compensation".

Do i have to file 940 or 941?

If no true payroll was run, no taxes were held or taken out then no, you do not need to file a 940 or 941. 

You are correct that you did not need to issue a 1099 to your contractors.

You are correct that you did not need to issue a 1099 to your contractors.
