Since you have submitted your return, you cannot remove the form. If there is no information on the Schedule D it will not affect your taxes and there is no need to file an amendment.
How do I remove line 13 and 15 on schedule D, as they are not showing in the GUI within the Schedule D input form when amending a1040. It’s a bug where I have values in the worksheet that are rolling up to the 1040. If I delete the schedule d form in the amendment will that flush these numbers out? Can I readd a schedule d to an amendment in turbo tax?

Schedule D line 13 is Capital gain distributions.
These distributions are paid by a mutual fund (or other regulated investment company) or real estate investment trust from its net realized long-term capital gains. Distributions of net realized short-term capital gains aren't treated as capital gains. Instead, they are included on Form 1099-DIV as ordinary dividends.
The amounts on line 13 are coming from a 1099-Div. To remove them you have to remove the 1099-Div.
