If Box 17 on your Form 1099-INT is blank (not zero) and Boxes 15 and 16 show California details, don't clear Boxes 15 and 16. Instead, enter a zero (0) in Box 17 for the California state tax withheld amount. This usually resolves the error because Box 17 expects a numeric value, even if no state tax was withheld.
Make sure Boxes 15 and 16 match your state and state identification number as shown on your 1099-INT.

If box 17 on your form 1099-INT is blank, this means that you have no state tax withheld. You can safely leave all three boxes 15, 16 and 17 blank.
