I didn't have to file a Passive Activity Loss Limitation form last year, why do I have to this year?

Was your income higher this year? Did you indicate Active Participation?

No I didn’t - I don’t even own any rental property. I can’t see any reason turbotax is saying I need to fill out this form

Type 'rental property' in the Search window and 'Jump to rental property' to see what the entries are in that section.  If you don't have rental property (and didn't previously) you can Delete these forms from your return.  I will add that info to the answer.
