Does working for a non -profit hospital qualify for employee business expenses under a fee- basis government employee ?

No. Fee-basis public officials are persons like notaries public or certain clerks/recorders, who are paid a fixed amount per document authenticated, recorded in the public records, etc.

An employee who is compensated by hourly wage or salary does not meet the definition.
