You can use Turbo Tax to prepare your US return, assuming you are a US citizen or permanent resident who is living abroad. Foreign Earned Income is handled by every version of Turbo Tax starting with Deluxe.

As far as a Japanese return(?), no, Turbo Tax cannot do that. No common US tax prep company offers international tax return filings. Are you living in Japan for work? As your US-based colleagues or your boss for their advice on Japanese filings.
8822 is just a change of address. You can also change your address by filing a return. You don't file that form with a tax return.
