Can the Partnership Basis be a negative number?

Yes.

 

Your partnership basis can be negative when the partnership has losses or you received distributions in excess of your contributions.

 

Your allowed losses are limited to your outside basis. Any excess is carried forward when you have basis in the future.

Can the Partnership Basis be a negative number?

yes it is possible if losses, deductions and/or distributions exceed capital contributions, income items, and your share of liabilities. This can create some awkward situations because if it was distributions, then that ecess is a taxable capital gain. if it's losses, they would not be deductible. TurboTax does not do the necessary computations
