Can I deduct tips paid out to fellow employees for bartending, bussing an if so where do I input it?

No.  You never should have reported them in the first place.  You are supposed to file a daily report (or sometimes weekly) with your employer reporting the tips you received.  You only report the tips you kept, not the tips you were required to share out.  There is no procedure on the tax form to adjust this.  

Maybe an accountant would have a clever way to fix the problem, but there is no procedure in Turbotax.
