Can fees paid to investment companies be used on federal schedule A? Can they be claimed on Oregon Schedule A?

Unfortunately, no. 

The deduction for investment fees on federal tax returns was eliminated as part of the changes to the tax laws.

Oregon is following the federal lead and disallowing this deduction as well.
