I play in a band. We are just hobbyists and don't make much money. But I have a 1099 from a venue that used us several times. It is only $1200 and the money was divided among 3 people($400 ea) Do I have to submit 1099's to the other 2 people for the $400 that they received and if not, will I be responsible for the whole amount?

When you file your income tax return, yes you must file an income tax return, you would list the $800 you paid to your fellow band members as an expense. The expense could be listed in contract labor or in the miscellaneous expense section. You do not have to issue them a 1099 as the amounts were below $600 each.
