Schedule O "Consent Plan and Apportionment Schedule for a Controlled Group" is not being filled in because none of the steps asked for it [or I missed it somewhere].
Click the Forms icon at the top. Click the Open Form icon. Type Consent Plan to bring up the Schedule O.
