I formed an Out of state LLC in Arizona 11/30/2020. California LLC registration was in February 2021. Do I have to pay the $800 tax for 2020?

No, if you did not register with the California SOS until 2021, you would not be required to file the CA568 for 2020.

You are exempt only because California recently passed a change that impacted LLC's, LLP's and LP's.

Hard to believe the state of Californicate would do something like that...
