Filing short-form-cancellation (LLC-4/8) to avoid first year's $800 annual tax.

I formed a California LLC (2 member partnership) in October '15 but hasn't done any business yet. I see that I was supposed to pay $800 annual tax by using form 3522 by 01-15-2016 and pay another $800 (form 568) by April 15, 2016. 1. Can I avoid the first year's $800 by filing short-form cancellation with SOS (LLC -4/8). What do I have to do to get my business active after filing LLC - 4/8? Are there any other way I can avoid annual taxes until I start doing business in California? Thank you!

Short form cancellation will avoid the annual tax. To gt your business active, you will need to start over with filing with the state to start a business.
