Error 102346 can occur when you try to open a file type (like a PDF) that isn't supported in TurboTax for Windows.
To open a PDF, use Adobe Reader instead of TurboTax.
TurboTax for Windows can only open files with a .tax20XX file name extension, where XX is the 2-digit tax year specific to that TurboTax version. For example, you can open a .tax2023 file in TurboTax 2023, but not in TurboTax 2022.
